I can't seem to get my 2019 eGolf SE to preheat in the morning. I have it set to 74 degrees, plugged into the charger, and "heat with battery". I also have a departure time set.

What am I missing?
 
Peheat (or A/C) only works when plugged into a L2 (240V) charger. It will not work with L1 (110/120V or the cord VW supplies).

It works just fine with L1 charging station. I have done it many times. The SoC drops, though, because the car can use many kWs for heating but the L1 station only puts out 1.2 kW (or 1.44 kW on the early included EVSEs).
 
Yes. 10 amp at 120 V is the rating of the included EVSE. VW apparently had a lot of complaints from people tripping breakers with a 12 amp draw.
Also the old 12 amp EVSE got noticeably warm to the touch, almost hot. The 10 amp EVSE has been fine.

We're saying same thing - on L1 charging preheat uses battery just like a parked non-charging departure time and lowers SOC/range - as opposed to L2 charging where preheat or AC can occur with charger-supplied power and SOC/range stays topped up - ideal for winter mornings.

We are saying slightly different things. If you don't check the "preheat on battery" checkbox, you'll get no preheating if the car is not plugged in. While the SoC drops with the included L1 station, it does not drop as much as it does when on battery alone.
