I don't see why. If he wants to drive 70 miles all that matters is the battery still has that amount of range. Why change it out based on age or cycles if you still have enough range for what you need/want?

I think you are missing the point. I tried to convey that mileage on the odometer is irrelevant. There’s no wear & tear that people freak out when it comes to used internal combustion cars.
