Leasing when resident of non-ZEV state?

I live in VA and went to test drive an e-Golf in MD today.

I was told that I cannot get the lease special if I register in VA and that my lease offer would be about 2x monthly and that the dealer would have to pay a penalty if they leased to me.

Anyone know what the deal is regarding leasing when you live in a non-ZEV state?
 
What your dealer told you... VW needs the carbon credits in the states they lease them in. Now if you buy it, then that is different and OK.
Now then, receiving warranty service in a state they don't lease or sell them in, if you have problems, is a whole other can of worms. Technicians won't receive proper diagnosis training to work on and service them, if something goes bad, or wrong, under warranty, let alone getting spare parts, which will be another red flag to VW.
 
Got it. In my case I could get service in MD as I'm within 30 min of the dealer there.

Has there been any word about how long the ZEV states get exclusivity for e-Golf sales? I would hope they would expand sales to other states in the aftermath of the TDI fiasco.
 
I don't expect VW to increase their BEV sales to non-ZEV states until at least 2018. That will the next generation battery and the quantity they need to sell to comply with ZEV mandates will be going up quickly. Also, by that time they will have more plug-in hybrids for sale, so the training issue will be reduced due to them having to train all the dealers for the high voltage batteries in those cars as well.

North America never gets what the European countries get. Different consumer tastes and price points.
 
According to past show cars and press releases, the most likely plug-in hybrid from VW USA should be the CrossBlue 7 seat SUV. Plug-in hybrid will be one drivetrain choice. Whether they offer a diesel is of course up in the air.
