2019 egolf rear wheels always covered by a layer of red/maroon dust. Googled and someone suggested it as "brake dust" but front wheels are not that bad. Tire rotation does not move the dust to front wheels.

When you bring the car to a stop, rear brakes do the work. Most of the stopping of the car is done by regen (front motor), so front brakes get very little use unless you need to stop very quickly.
