I believe that with a 3.6kw/hr charger pack on a 2016 SE, you are for certain looking at 6 to 8 hours to charge fully... 15 amps at public 208V, usually around 200V or less, is 3 kw/hr. That's good for 10 to 15 miles of added range per hour of charging, 8 to 9 hours. If you charge at home or at an RV park of find a location that has residential 240V instead of commercial 208V, you can knock off about 17 to 18% from the charge time. Yes, 240V is really that much faster, I get 244 to 245V at the outlet at home.
For home use a Clipper Creek LCS -20 15 amp 3.6 kwh at 240V and a 20 amp outlet, like a dryer unit, would be perfect.
You can copy and paste this in your browser and indeed it does say charge time 3.7 hours. That is false advertising, if indeed it is a sticker off a 2016 SE and not a 2016 SEL.

This is a portion of the window sticker from my 2015 e-Golf LE. You can see that it clearly states the on-board charger power of 7.2kW. This really means 30 amps at a nominal 240 volts AC. If the voltage is lower, it will still pull up to 30 amps, but it will charge the battery slower. The 2016 SE should draw 15 amps max.
