I was quoted a new lease deal for a VW E-golf, fully loaded SEL-Premium with Driver’s assistance package for $540.72 per month.

Final price: $36520

Does the above look like a good deal or am I getting ripped off?

If we take your "Final Price" as the actual top line of the contract, then you're being ripped off. If the full $7,500 tax credit is passed through and you live in California with 9% sales tax, I estimate your payment should only be about $467.54/mo

To get to your payment amount, they would be passing through only about $4930 of the tax credit.
Another way to look at it is full MSRP with full tax credit is about $556.78/mo at the money factor and residual you gave. Of course, the residual is related to the selling price, so it's not really this simple.

You really need to ask for all the contract figures before you commit to the deal.
