ABS Problem- 2016 egolf

I change the 12V battery and every thing was okay for a few weeks, then a bunch of warning lights cam up.
A garage code reader showed that the ABS module had no communication.
A volt meter showed fluctuating voltage on the CAN Bus Data + and - pins- so probably not a cable issue?

I had the ABS Module tested in Toronto, and they reported no problem.
Installed a "good used" ABS module, no change.
I removed each abs sensor and clean them, but no change.

Not sure what to test next - any thoughts would be appreciated.

Question: If the the vin number is not coded into the ABS module, will this cause a no communication error code?
 
Bring car to VW mechanic?

Try OBDeleven to get more data on problem?

The VW dealer said the ABS had no communication and must be replaced.
The ABS module was tested and no fault found.
The VW Dealer said that their test found no wiring faults.

Can someone recommend a OBD scanner programmer that will allow me to program my egolf?
I.e. set battery details

VW dealer dealer replaced module but did not find source of error code?

OBDEleven allows coding.
